Telegrams and Letters.
6. The following rules have been drawn up with regard to telegrams and letters relating to the business of the alieu enemy firms :--
Outward Telegrams.
(a.) No telegrams relating to the business of alien enemy firms will be forward- ed unless signed by the liquidators as senders in the form "A. B. & Co. Liquidators ", or " A. B. & Co., Liquidators of X. Y. & Z.". (6.) It is advisable that the senders' names in the body of the telegram should
be in the form "X. Y. Z.'s Liquidators".
(c) Telegrams which appear to be attempts to evade the liquidators will be detained for enquiry, and if necessary copies will be sent to the liqui- dators for their information. Liquidators must clearly understand that such copies will be sent to them on the understanding that they are strictly confidential.
Inward Telegrams.
(7) Inward telegrams addressed to the alien enemy firms will be delivered to the liquidators, unless censored for naval or military reasons or for non-compliance with censorship regulations.
(e) Inward telegrams which appear to be attempts to evade the liquidators will be dealt with in the same way as similar outward telegrams.
Outward Letters,
(A) Any outward letters passed to the liquidators for their information or for enquiry must be treated by them as strictly confidential, and must be returned with as little delay as possible to the Postmaster General.
Inward Letters.
(9.) Any letters addressed to the alien enemy firms will be delivered to the liquidators by being placed in the private boxes of the respective liqui- dators. Should such letters contain any enclosures relating to other matters than the trade which the liquidators have been appointed to wind 14p the enclosures should be treated as strictly confidential, and the enclosures should be returned for final disposal to the Postmaster General after the liquidators have taken any necessary extracts and copies.
Bank Accounts.
7. It need hardly be said that all sums received by you as liquidators must be paid into a separate account in one of the three approved banks and not into your own
account.
I have, &c.,
CLAUD SEVERN,
Colonial Secretary.
